Unless change is permanent, it is only a matter of time before all will be forgotten. You must not only change someone's location, but their attitudes, habits and dreams.

The first thing we observed when the 10 families moved to Chacocente was that they'd open a bag of cement and just toss it to the wind. They'd eat lunch on a paper plate, and leave it on the ground. And as the parents did, so did the children. Candy and gum wrappers, plastic cups and cookie boxes, all just thrown to the ground without a second thought. A new dump was being born.

You can't teach change in a classroom; it must be practiced. You can tell someone 100 times, but until the behavior is enforced and practiced, it won't become habit. Since people naturally resist change, the best way to bring it about is to live, work and play along side of them. The families of Chacocente have five years to learn a new way to live. There are no short-cuts; if we want success, we have to invest the time and energy to make it happen.
